This seminar explores the multifaceted role of policy evaluation in contemporary governance. It focuses on the theoretical and methodological aspects, as well as on the relationship between evaluators and commissioning bodies. Although the academic framework offers valuable tools for evaluating the effectiveness of policies and interventions, practical evaluations frequently take place within complex institutional settings where expectations, financial limitations, and political sensitivities can impact the evaluation process. Through a series of real-world case studies, the seminar will examine how evaluators balance the responsibility of providing credible evidence with that of maintaining constructive dialogue with public administrations, private entities and third-sector organisations.
