No. The resident doctor is not authorised to begin external training until all required approvals have been completed, insurance cover has been verified and the required agreements have been finalised.

For external training in Italy, the agreement must have been signed by both parties: the activities may not begin before that point. 

Informal acceptance by the host institution, approval of the training plan or School authorisation, when considered individually, does not permit the period to start early.
