On 27 October 2026, a round-table discussion will be held in Lecture Theatre 7 of the Department of Law at the University of Brescia on the theme "ATTACCO ALLE DEMOCRAZIE COSTITUZIONALI E DERIVA AUTORITARIA NEL MONDO CONTEMPORANEO" (‘Attacks on constitutional democracies and the drift towards authoritarianism in the contemporary world. Reflections prompted by the current proposed electoral law in the Italian legal system’).
The initiative takes its cue from the current Italian electoral bill to foster a broader reflection on the processes of erosion of constitutional democracy. At the heart of the discussion will be the relationship between rules of representation, the concentration of power and the protection of pluralism, with particular attention to the capacity of constitutional safeguards to counter authoritarian tendencies in the contemporary landscape.
Following the opening remarks by Professor Adriana Apostoli, Deputy Vice-Chancellor and Head of the Department of Law, the proceedings will be introduced and chaired by Daniela Padoan, writer and President of Libertà e Giustizia. The introductory address by Professor Gaetano Azzariti of the University of Rome ‘La Sapienza’ will be followed by presentations from Giovanni Serges, Valeria Marcenò, Marco Ladu, Mariarosaria Guglielmi, Ottorino Cappelli and Alessandro Lauro. The closing remarks will be delivered by Professor Antonio D’Andrea, Professor of Constitutional and Public Law at the Università di Brescia.
The meeting will take place in Aula 7, Corso Mameli 27, Brescia, from 9.15 am to 1.15 pm. In the afternoon, from 2.30 pm to 4.00 pm, there will be a presentation of the Authoritarianism Observatory, an open forum for analysis and discussion on the erosion of democracy in Italy.
