In collaboration with the Ministry of Foreign Affairs and International Cooperation, the Rector, the Vice Chancellor for Research and the Delegates, together with the University Research Ethics Committee, are proposing a series of training meetings aimed at shedding light on research activities with potential dual-use applications and on the obligations, measures and controls to which such research activities are subject, with particular reference to the collaborations that in various capacities take place with non-EU countries.

In the face of the current international political scenario, striking a balance between freedom of research, ethical aspects and national security is a moral imperative and a legal obligation, which requires knowledge of national and European regulations and the adaptation of the University's internal procedures.

The European regulatory framework: from the origins of export control systems to the current definition of dual-use items.

This meeting will examine the process that, over the years, has led to the definition of the current export control framework. The main elements of the European regulatory framework will also be explained, with particular reference to the implications for the research sector and universities.

Controls on dual-use items in research activity: ethical, regulatory and enforcement profiles.

In this meeting, dual-use items will be defined and described in accordance with the European Union Regulations. How these items are classified will also be explained, as well as the ethical aspects underlying export controls of listed and unlisted dual-use items.

Export controls on dual-use goods and technologies: practical issues. Definitions and classifications, types and methods of authorization.

This meeting will recall the main elements underlying the export control system, focusing in particular on activities involving the academic sphere. The different types of authorizations under current regulations will also be analyzed, as well as how to apply for and manage the different authorizations.

Evaluation and self-assessment of research on dual-use technologies: the role of the University and the Competent Authority.

In this meeting, a possible scheme for evaluation and self-assessment of research on potentially dual-use technologies will be proposed. Implications arising from participation in funded research calls, the role of the National Competent Authority, and internal organizational structures at Universities and Supervised Research Institutes, already operational or to be initiated, will also be analyzed, also in view of developments arising from the implementation of national models for research security.
